Cyprus Service Family Accommodation | Lagan Iacovou JV

Helping to secure contract for critically needed military housing in Cyprus

Background

Construction of 138 3-bed and 4-bed sustainable, seismically compliant new homes for Service families in the Dhekelia Sovereign Base Area (SBA), Cyprus as part of the DIO/Strategic Command APOLLO programme.

Challenges

WaND were tasked with helping a Joint Venture team that had less experience of UK public sector procurement than the competitors invited to the tender stage. Being engaged relatively late in the tender period, WaND’s challenge was to ensure that the tender response fully reflected Lagan and Iacovou’s complementary strengths in delivering this essential housing project in the unique Cyprus/SBA context.

How WaND provided support and outcome

We provided iterative review and detailed guidance to the bid team and authors, culminating in a WaND team providing on-island support to the joint Lagan/Iacovou team in the final weeks running up to the submission deadline. This ensured that LI JV’s proposal was compellingly presented within the constraints of the tender response. WaND carried out careful review of essential detail and submission compliance, as well as ensuring that the proposal addressed the MOD’s driving objectives and SBA concerns, as well as the explicit response requirement. We were delighted that Lagan Iacovou was awarded the £48M contract in Dec 2023.

This estate, covering 160 sites, includes non-standard assets ranging from aviation, stables, port and training facilities to micro assets such as 36,000 lockers. Our Client, a major UK FM entity, had targeted the contract as a new business opportunity and tasked WaND with supporting them in securing it.

Central to the realisation of this ambition was the need to appoint a high calibre Construction Manager who would bring not only their technical expertise and experience but also a passion to share in the creation of what will be a new landmark cultural attraction for London.
