Winning a key Integrator Role for Kellogg Brown Root Ltd

Background

The Department of Work and Pensions estate had been managed through a 20 year single source PFI and after the expiry of this PFI arrangement the DWP established an ‘Integrator’ function to manage its multi-faceted relationship with industry. To administer benefits to 20 million customers and claimants the DWP operates out of 810 properties across the UK. With floor space of over 1.4m square metres this represents the largest civil portfolio of all Government departments. To meet the needs of an updated Operating Model the DWP initiated a procurement competition seeking a new industry partner to deliver the Integrator role.

Challenges

KBR is a specialist in delivering Integrator functions for public bodies with complex relationships with the infrastructure industry. KBR engaged WaND to help understand the drivers of the DWP Estates Vision and Strategy and how this related to delivering services to ‘end user’ customers and claimants. We also highlighted that the success of the Integrator was critical to the Estates Directorate’s reputation within the wider DWP. DWP launched a procurement with an intricate technical requirement and a question set that sought answers to smarter ways of working, data analytics, workplace transformation and a wholesale supply chain transition. Our challenge was to help KBR express capabilities within these disciplines whilst making sure that innovative ideas were developed on a bespoke basis for the DWP estate.

How WaND provided support and outcome  

To help the KBR we explained the emerging pressures upon the Department following the first iteration of the Integrator contractual arrangement. We then focused upon KBR’s current contract strengths and advised which of these would be most applicable to DWP. This helped to define win themes and also guided the KBR solution model. We made sure that KBR understood the DWP values and how important issues such as transparency and ‘single truth’ data were. We acted as a critical friend throughout the tender and negotiation periods, applying our simulated evaluation through red reviewing. The outcome was pleasing as KBR successfully secured the Integrator role with a seven year contract. KBR have now expanded their Integrator portfolio and are helping the DWP Estates Directorate manage an estate and supply chain with a spend value in excess of £1bn per annum.

A key long term Relationship Retention – Transport Infrastructure and Services
Mitie has partnered with the Department for Transport for over a decade providing Integrated Facilities Management services. This partnership ranges from Hard services such as engineering and works projects to Soft services which include catering, cleaning, security and waste management. As a central strategic contract, it was vital that Mitie responded strongly to the tender exercise conducted through the Crown Commercial Service to maximise chances of retention.
Breaking Into the Defence Sector – Hard FM
The Defence Infrastructure Organisation’s (DIO) £3bn FDIS Programme was launched in 2019. Included within this was the Built Estate element which included four regional contracts delivering Hard Facilities Management (FM) services for the UK Defence built estate valued at a total of £1.6bn. The Contracts themselves would be for an initial 7yrs and contain 3 additional performance related option years Understandably, there was significant interest from industry in this procurement, not only from those who already had a strong presence within the Defence FM sector, but also from those who saw this as an opportunity to access a new market. One of these was VINCI Facilities, a leading provider of nationwide Facilities Management services to the public sector, but someone who wanted to grow their presence within Defence.
Gaining Position on a critical Defence Framework and winning subsequent contracts
Under the Clyde Commercial Framework, MoD sought 3 suppliers for £1.3Bn infrastructure works at the HM Naval Base Clyde. With both parties as established clients, WaND was invited to support a Joint Venture bid.
