Ensuring Continuity – Retaining a major strategic contracting partnership

Background

In 2022 the Defence Infrastructure Organisation (DIO) launched a competition through the Crown Commercial Service’s Workplace Services framework, to appoint a partner to manage and provide FM services for the UK Defence Training Estate, valued at £560M. The UK training estate plays a crucial role in preparing troops for operations across the globe. It comprises 156,000 hectares including 16 major armed forces training areas and 104 minor training areas including firing ranges and camps.

Landmarc Support Services (Landmarc), a joint venture between Mitie and Amentum, has been involved in the delivery of FM services across the training estate since 2003 and it was a business priority to retain the contract.

Challenges

One of the key challenges Landmarc faced, was being the incumbent supplier, as they had held the contract in its previous guises since 2003. What Landmarc needed to demonstrate through the bid submission, was not only proven capability to deliver, but the vision to drive the contract forward into the next generation. It was key to demonstrate innovation and an increasingly responsive and flexible service in an agile way to meet the changing needs of the Armed Forces.

How WaND provided support and outcome  

Landmarc engaged WaND to provide a critical review role across the priority areas of their bid response. To achieve this, we appointed a team who held a wealth of specialist military ‘end user’ experience, on top of targeted subject matter expertise. Our contract management approach also ensured we were quickly able to uncover strategic cross-bid areas to address, which resulted in a more coherent, consistent and aligned bid submission.

In May 2023 Landmarc were successfully awarded the 7-year Contract (with an option for a further 3yrs based on contract performance). Under the contract, on top of providing facilities management services Landmarc will also deliver additional works with an estimated value of up to £800m, subject to annual reviews.

Metropolitan Police Hard FM & Engineering Services Procurement
The Metropolitan Police initiated a procurement competition seeking a single industry partner to provide hard FM and engineering services. The Met had decided to transform its relationship with industry, moving from a North and South model to a single partnering arrangement to maintain its complex, critical and diverse estate. As part of its Defence Estates Optimization Programme (DEOP), MOD sought Delivery Partners for 5 Regional and 6 Major Projects packages of accommodation and technical infrastructure, totaling £3.65Bn. Our Client considered achieving a significant role in DEOP as fundamental to its defence business.
Developing London’s Heritage – The New London Museum
The Museum of London are creating a new £340M museum in dilapidated market buildings in Smithfield by 2026. The new museum, once complete, will comprise over 26,000 square metres. The ambition is to create a museum that is truly London, that is appealing and meaningful for the diverse population of London and for visitors from across the UK and the world.

Central to the realisation of this ambition was the need to appoint a high calibre Construction Manager who would bring not only their technical expertise and experience but also a passion to share in the creation of what will be a new landmark cultural attraction for London. SRM were immensely passionate about securing this contract and they appointed WaND to help them succeed.
A key long term Relationship Retention – Transport Infrastructure and Services
Mitie has partnered with the Department for Transport for over a decade providing Integrated Facilities Management services. This partnership ranges from Hard services such as engineering and works projects to Soft services which include catering, cleaning, security and waste management. As a central strategic contract, it was vital that Mitie responded strongly to the tender exercise conducted through the Crown Commercial Service to maximise chances of retention.
Breaking Into the Defence Sector – Hard FM
The Defence Infrastructure Organisation’s (DIO) £3bn FDIS Programme was launched in 2019. Included within this was the Built Estate element which included four regional contracts delivering Hard Facilities Management (FM) services for the UK Defence built estate valued at a total of £1.6bn. The Contracts themselves would be for an initial 7yrs and contain 3 additional performance related option years Understandably, there was significant interest from industry in this procurement, not only from those who already had a strong presence within the Defence FM sector, but also from those who saw this as an opportunity to access a new market. One of these was VINCI Facilities, a leading provider of nationwide Facilities Management services to the public sector, but someone who wanted to grow their presence within Defence.
Gaining Position on a critical Defence Framework and winning subsequent contracts
Under the Clyde Commercial Framework, MoD sought 3 suppliers for £1.3Bn infrastructure works at the HM Naval Base Clyde. With both parties as established clients, WaND was invited to support a Joint Venture bid.
